【摘要】:ThisTechnicalReport,whichisinformativeinitsnature,providesguidanceonprincipleswhichcanbeusedasthebasisfordeterminingtherequirementsfortheconnectionofdistortinginstallationstoMV,HVandEHVpublicpowersystems(LVinstallationsarecoveredinotherIECdocuments).Forthepurposesofthisreport,adistortinginstallationmeansaninstallation(whichmaybealoadoragenerator)thatproducesharmonicsand/orinterharmonics.Theprimaryobjectiveistoprovideguidancetosystemoperatorsorownersonengineeringpractices,whichwillfacilitatetheprovisionofadequateservicequalityforallconnectedcustomers.Inaddressinginstallations,thisdocumentisnotintendedtoreplaceequipmentstandardsforemissionlimits.Thereportaddressestheallocationofthecapacityofthesystemtoabsorbdisturbances.Itdoesnotaddresshowtomitigatedisturbances,nordoesitaddresshowthecapacityofthesystemcanbeincreased.Sincetheguidelinesoutlinedinthisreportarenecessarilybasedoncertainsimplifyingassumptions,thereisnoguaranteethatthisapproachwillalwaysprovidetheoptimumsolutionforallharmonicsituations.Therecommendedapproachshouldbeusedwithflexibilityandjudgmentasfarasengineeringisconcerned,whenapplyingthegivenassessmentproceduresinfullorinpart.Thesystemoperatororownerisresponsibleforspecifyingrequirementsfortheconnectionofdistortinginstallationstothesystem.Thedistortinginstallationistobeunderstoodasthecustomer’scompleteinstallation(i.e.includingdistortingandnon-distortingparts).Problemsrelatedtoharmonicsfallintotwobasiccategories.?Harmoniccurrentsthatareinjectedintothesupplysystembyconvertersandharmonicsources,givingrisetoharmonicvoltagesinthesystem.Bothharmoniccurrentsandresultingvoltagescanbeconsideredasconductedphenomena.?Harmoniccurrentsthatinduceinterferenceintocommunicationsystems.Thisphenomenonismorepronouncedathigherorderharmonicfrequenciesbecauseofincreasedcouplingbetweenthecircuitsandbecauseofthehighersensitivityofthecommunicationcircuitsintheaudiblerange.Thisreportgivesguidancefortheco-ordinationoftheharmonicvoltagesbetweendifferentvoltagelevelsinordertomeetthecompatibilitylevelsatthepointofutilisation.Therecommendationsinthisreportdonotaddressharmonicinterferencephenomenaincommunicationcircuits(i.e.onlythefirstoftheabovecategoriesisaddressed).ThesedisturbancesneedtobeaddressedintermsofinternationaldirectivesconcerningtheProtectionofTelecommunicationLinesagainstHarmfulEffectsfromElectricPowerandElectrifiedRailwayLines,InternationalTelecommunicationUnion,ITU-TDirectives[1]2orintermsoflocallyapplicablestandardssuchas[2],[3]or[4].NOTETheboundariesbetweenthevariousvoltagelevelsmaybedifferentfordifferentcountries(seeIEV601-01-28[32]).Thisreportusesthefollowingtermsforsystemvoltages:–lowvoltage(LV)referstoUn≤1kV;–mediumvoltage(MV)refersto1kV
